That's a good question. I only know about the requirement I put myself, namely that * edits can be restricted to people who have registered and account and confirmed an email sent to them In the admin pages I also see * blocking of IP numbers or users * group membership management, and protection of certain pages so that edits are restricted to members of certain groups. There is a lot more about access control in * http://meta.wikimedia.org/wiki/Access_control I haven't studied it in detail. If state our policy, then we can check that it's doable. Then there is the question of the quality of the code from a security point of view. I am not too worried since it is in such widespread use and the development is open.
