One hears stories about how the Army has privates dig ditches and then fill
them in.  That's busywork.  Work that serves no purpose except to keep someone
busy.

If you design a graphics chip and ask some semiconductor company to implement
it, they aren't going to drive down the street and pick up "day laborers"
to fab an ASIC and get it to work, they are going to need engineers.
