A MAX232 RS232 line driver will do the job, as long as there's a 5V rail available on the expansion header. That'll provide two RS232 outputs and two inputs in a SOT16 package, and it'll need 4 1-uF caps too. You'd need to fit the UART into the FPGA though. 1x MAX232 SOIC15 at £0.50 4x 0805 1-uF 10V Monolithic Ceramic Caps at £0.12 each = not much for parts. The expensive bit will be making a little PCB to sit neatly on top of the PCI card.
