It might be a stupid idea, but why don't you (miss) use the
JTAG port on OGD1? It should not use any more gates as it's
chip internal logic. And even if you have to write your own
logic, it could go into the PCI interface chip, where we
shouldnt be as tight on space as on the main FPGA.
If no additional logic is needed, the whole thing would also
work with OGA, as it needs to have a JTAG interface for
production test anyways.
