Actually, if you want to save bandwidth you have to start
earlier, at dequantisation stage. The problem here is, that
everything that happens later is highly depended on the used
codec. Though it might be quite easy to support mpeg1 and mpeg2
(both are old and were designed with hardware decoders in mind)
extending it to mpeg4 or even h.264 would be a major pain.
The hardware required to save bandwidth here is much more
than it is worth the (still) few users who would need it.
A good scaler and colour space converter is much more important
than any bit stream interpreter in hardware.
