Back-compatibility is always a brake in development, I would rather
prefer a linuxbios & pure graphic card without DOS/BIOS/VGA legacy
stuff, they are not needed in a modern PC, not under Linux (hi-res fb
console or X), nor Windows (maybe in safe mode).

Maybe the FPGA image could be separated, eg. vga compatible without hw
decoding or no legacy vga but more support for hw decoding/filtering.
