Why not keep it simple? We need only 2 level for defining how much the
design is open:
Open Document Hardware : where all the documentation to use and control
the hardware(chip or card) is available without a NDA.
Open Design Hardware : The same as Open Document Hardware but with an
added feature : the design document, with the design code(hdl) or
schematic of the hardware(card/chip) is available without a NDA.
All the definition should not apply for passive component such as :
resistor, capacitor etc. These should just be documented with what value
they have.
With those definition a card could be defined as "Open design Hardware"
is all the component are within the "Open document hardware" and the
schematic for the card is public with the design and programming
documentation.

in hardware land to things in software land.
While there are some corollaries, they really are quite different. I think
utilizing this exercise can be somewhat misleading when trying to define
things for hardware.
