Possible yes. But the question should be rather
wether it would be wise to ask for donnations at
this stage.
Currently OHF is still about being formed. AFAIK
the paper work is still ongoing. So donations
would not be deducible at the moment.
And more importantly we don't have a charter or
plans what we want to do. Just vague ideas which
differ a bit depending on who you ask.
IMHO it would hurt us more than help us if we would
ask for donnations at this point for OHF.
But, what we could do is to ask for donnations for OGP
(remember that OGP is a different entity than OHF).
If we have a good reason what we need money for, then
we should have not much problems to get enough. But
it has to be a good and clear reason, like needing
money to join the PCI SIG or something like this,
not just "we want to build a graphics card, give us
your money!"
