This looks like a hicup in either the server or your
local checkout. What commands did you exactly run?

svn --force mv pci old_stuff/
svn ci
<create new pci dir>
svn add pci
svn ci

When I did the last ci, I got warnings about things already under
revision control.  I think svn doesn't like it if you delete something
and then try to add a different thing under the same name.
