I've always thought of membership in OGP to be defined by
"participating" rather than "joining". We're not so much an organization,
as an unincorporated group of people working toward an agreed goal.
Regarding the rest, I sort of agree. OHF needs to have some
organizational overhead, individual projects within OHF might not. (Right
now we have only one project, but other projects might want to join the
OHF's organizational structure for reasons of their own.)
