Which is misleading. The actual webpage states that the documentation may not
be distributed electronically IN PART. Which I believe is the important
piece. The license states that the documentation may be distributed in its
entirety.
The statement above on the OGPN18 implies that it may not be distributed or
mirrored at all.

hmm, that section was a bit unclear - thanks. The issue was more that
the author cannot be contacted [1] effectively denying the ability to
contact and arrange distribution or corrections. Though his work can
be distributed in whole, it appears that no future corrections can be
made without his approval as he writes
[it] "may be distributed in electronic form only in its entirety"
I have added some notes to try and clarify.
