Here's a rough draft of the SVN commit policy (actually, it covers submission by other means as well). This is my attempt to represent the opinions of the community, although it may be tainted by my own personal opinions that may differ. Please check it for correctness and consistency. This is also an opportunity for some limited discussion on the topic in general, although we generally consider this to be a closed case.
