I suggest "insufficient" or perhaps "inadequate".

Perhaps change "It wants to solve" to "OGP wants to solve".

Perhaps change "hoping that manufacturers will release specifications"
to "hoping that manufacturers will some day release adequate specifications"
or perhaps "sufficient specifications".
