How about something based on the four Free Software freedoms?

0.  Freedom to use the hardware for any purpose
1.  Freedom to study the hardware and its design and adapt them to your needs
2.  Freedom to build your own copies of the hardware and distribute them
3.  Freedom to improve the hardware and its design and share your improvements


There are actually two forks to these freedoms.  One applies to an
actual tangible implementation of the design, while the other refers
to the design specifications.  One is effectively a superset of the
other.  This is different from software in that recompiling and
redistribution don't entail materials costs (or trivially so anyhow).
So while certain kinds of 'duplication and redistribution' for
hardware are generally impractical, they're at least allowed.
