It would have strings attached. The govt never does a contract without strings. They would descend on you one day and classify your funded non-GPL work as confidential and that would be that commercially for anything you had to offer in addition to the free-published part. I worked at a govt contractor once and it was a dead end as far as startup business. The managers of the group I was in were there because they got to go to the Paris air show every year and for a paycheck, and not to start anything. Sure, there have been many good business starts in Santa Barbara, but for basic research areas like IR components or test equipment, not systems that had mil funding.
