I managed to get everything but the assembler built. When I try to
./configure the assembler, I get this error:

checking for CULIBS... configure: error: Package requirements (cucon
cuos) were not met:

No package 'cucon' found
No package 'cuos' found

Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.

Alternatively, you may set the environment variables CULIBS_CFLAGS
and CULIBS_LIBS to avoid the need to call pkg-config.
See the pkg-config man page for more details.

I didn't specify ANY prefix when building culibs, although it did put
stuff in /usr/local. In any case, it's installed wherever culibs
defaulted to. I can try the some of the suggestions given, but what
is the RIGHT thing to do? What went wrong to make this happen in the
first place?
