poll_pci seems to work after the last two commits. I used test data
which covered the main cases, but not every detail. The test data can
be found under tools/oga1hq/hqtests. To run the HQ simulator with the
poll_pci program and a given port data file issue
./runsim hqtests/test_poll_pci.hex --portdata=PATH_TO_PORTDATA
from the tools/oga1hq build directory.
