I decided to go ahead and add the ability to load HQ's scratch memory
from PCI so we could load constants into there.  I noticed two things.

First, the clocks were connected wrong.  The program file load signals
are on the PCI clock, so I fixed that for the program file.

However, the second problem is that I've run into a snag with XP10
block RAMs.  I need a true dual-port RAM so that I can write to the
same RAM in both the bridge and PCI clock domains.  I'll talk with
Howard on Monday about that.  In the mean time, it should work in
simulation using the S3 BRAM.  But for synthesis, it's not hooked up
completely.
