Have you study how the milkymist project have grown ? The project has
been done mainly by a single guy : Sébastien Bourdeauducq. He first
design the verilog model in an open source way, which was the most
time consuming task (5 years ?). When the design is ready, it could
make an affordable  product (400€) that could be reprogram by any one,
by the use of spartan device that is include in the xilinx free web
kit.

So it first began with the design, then the fpga became cheap enough
to be include in web kit, then a fully workable product could be sell,
to raise enough money for a custom chip. It use less money, and more
people could be involve.
