Maybe, but the critical link in being able to get funding from any
DOE or (probably) DARPA program is to have someone who lives in 
Washington, DC and can go stop by once a week and shake hands 
with the funding agents.

If someone on this list lives in DC, and is willing to do this, 
I will be happy to book a flight and see if we can make some 
introductions at the DOE MICS and DARPA offices so we have some
'face time' with the funding agents.

I suspect there are also DOE national labs that would love to 
take their overhead cut off the top and contract out the rest if
we hand them a project and an excited funding agent on a silver 
platter.
