I noticed this seemingly new project from UW-Madison which is 'Based off
of the publicly released Southern Islands ISA by AMD'
It was seemly done as a collaborative student project and is published
under the 3-clause BSD.

I have not looked at the RTL; I've just skimmed the whitepaper. What
leaps out to me is just how big the design is. Even cut down it seems to
take up the better part of a XC7VX485T while only instantiating a single
compute core.
Regardless, it is very interesting.
