I tried both your commands and I am still getting the same problem.
I installed the gentoo on another system in the same network I'm working on and 
the downloads are coming without a hassle.
I figure something is wrong with my installation here.

Noel, try the commands:

export FTP_PASSIVE=1
export PASSIVE_FTP=1

and then do your cpan stuff in the same shell.  I think one of those
will do the trick.
