Hrm... I'm not seeing that on any of the dev or demo server, the live
PINES site, or other installations; I'm only seeing UTF-8.  Bill, any
Apache spells that would affect the encoding?



I'm not sure about other OS's, but Debian creates /etc/apache2/conf.d/charset which has the default setting:

AddDefaultCharset UTF-8
