[OPEN-ILS-DEV] Dead file: mod_xmlbuilder.h

There used to be a file mod_xmlbuilder.c, but it has been removed
from the trunk source tree.  We should presumably remove the
corresponding header file mod_xmlbuilder.h as well.  It is nowhere
#included.
