There are not user creation interfaces in the bootstrapping scripts.
Do you mean you created groups?  You'll need to log in with the staff
client, as admin, and register users.  To make them staff members you
place them into staff groups when registering them.  These groups
(which are configured in the bootstrapping interface) will need
whatever permissions you want to grant to users you place into them.
For staff, they'll need at least STAFF_LOGIN to log into the staff
client.  If you want these users to be able to register workstations,
then the REGISTER_WORKSTATION permission will be needed as well, and
so on.
