[OPEN-ILS-DEV] Problems with Fines

Hello All,
We are quickly moving forward here, trying to go live soon (more to follow on 
this later!)
The one roadblock we have seemed to hit is:  even though we edit the fine 
values through the Configure Circulation Rules page, the system keeps putting 
in 0.50 for all fines (0.50 is not even a value for any fines, so I have no 
idea where this value is coming from).
Any insight into where we should be looking would be welcome!
