Hello, I think I see the problem, those settings are included with the staff client, and are not in the running server config. So I think I solved my own problem.

I've tried comparing how the "Barcode Completion" configuration screen is setup, since it does have a tab title, where the "Address Alerts" config screen just has "Server Settings" as the tab title. But I cannot find where that name is set for "Barcode Completion" Grepping the source, the one spot that seems to contain "Barcode Completion" is the "web/xul/rel_2_6_2/server/locale/en-US/offline.properties" which has "menu.local_admin.barcode_completion.tab=Barcode Completion". But it would make sense to me that a file called offline.properties only has to do with the offline mode. When I change that setting the tab name for barcode completion doesn't change. Maybe the tab name is set the same as the menu label, but I've tried changing the menu label in var/web/opac/locale/en-US/lang.dtd, and restarted memcached, evergreen, apache and ran autogen.sh, and saw no change in the menu name or tab name... Is there something in the staff client I need to do to clear a cache? Can someone point me in the right direction please. Thanks Josh
