Running "asciidoc root.txt" against Evergreen master on Fedora 22 works for me without any problems, at least nothing related to Unicode in root.txt. As for U2019, per http://unicode.org/Public/UNIDATA/NamesList.txt that's actually the preferred usage for "apostrophe", and there are U2013 en dashes, which are also fine. So I would be against getting rid of those (valid) instances of Unicode characters and the BOM.
