I think Lynn has a good point by calling it the "Grid Bar". There may be other "actions" areas on the screen, but we're talking about those specific to the table/grid. Combining all the ideas mentioned, how about "Table Action Bar"? I think "table" is more natural than "grid", but I could go either way on "bar" versus "row".
