Hey John: Sorry for the delay -- the short answer is that I forgot to create the symbolic links in the image that the staff client depends on for versioning purposes. :( http://open-ils.org/dokuwiki/doku.php?id=mozilla-devel:building_the_staff_client points in the right general direction.
