If I recall correctly, what is displayed in the staff client as the "Available" time may either be the capture time, or dest_recv_time from the action.hold_transit_copy table. For now, there are two places to look to determine this time, depending on whether or not the item was transited.
I believe, starting in version 1.6, there is an additional field in action.hold_request for "shelf time", which is what you're looking for.
