The new Located URIs feature is meant for use with entirely electronic resources that are hosted (and tracked) by an external entity, such as online databases or downloadable e-books -- in other words, online items that need not be tracked directly as circulations. If you want to track circulations on physical items from within Evergreen, then barcoding those items, or using non-cataloged types, is still the recommended best-practice.
