It depends on how you want your call numbers displayed in the catalog. We like to show the "whole" call number (and would like to when it's on the search results page), and if up to 2/3 of it is in an item record, we can't reasonably do that because it's not worth the extra data fetch(es). It also seems (to me, admittedly) like it would be less common for one library to have more than 1 call number for the same title and only want to change the prefix, than for that library to have multiple copies under the same number and wish for them all to be the same without specifying the prefix each time (or setting up another template for those items).
