In the 2.0 branch of Evergreen, there is a library setting for
requiring staff initials for item notes, patron notes, and patron
messages/penalties (which can serve as blocks), and by default it'll
format such initials with a timestamp and library shortname like this:
[ jae 9/2/0/10 @ BR1 ]
However, the feature does not currently affect alert messages (for
items or patrons, though patron penalties can serve the function as
alert messages).
