It is not possible to have the same name for two different units in the
organizational hierarchy like
Possible for Auburn Public Library
Town of Auburn
Auburn Public Library
Not possible for Worcester Public Library
Worcester
Worcester
But you can use the same string for organizational unit name and code
eg. Organization Unit Name: Auburn Public Library
Organizational Unit Policy Code: AUBURN PUBLIC LIBRARY
But it is possible to have the same name
