My understanding (from writing a patch for trunk/2.1 to change it) is that the grace period is defined on the fine generator cronjob as a number of fine intervals before fines are generated. This is a global value, but due to other issues (in 2.0 at least) only works for fine intervals that are a number of days.

In trunk/2.1 it works differently, where the recurring fine rule has an absolute duration of the grace period for the circulation and the cronjob no longer takes the parameter.
