Tim, I agree with Ben that it's likely a cache issue. PINES removes the lines from /openils/conf/opensrf.xml. The patch we apply to do so for Evergreen 1.6.1.8 (which also enables the ZIP code file for autocomplete, FYI) is located here, if you'd like to crib from it:
