I had to turn the flag for circ.holds.usr_not_requestor in
config.internal_flag to FALSE

restriction, staff requesting holds (for themselves *or* patrons) would
not.
This also fails if staff are patrons granted rights via secondary
groups, as only primary groups count in the various checks.
