I've set up a permissions group that mimics yours on our 2.0.6 test installation. Only the permissions unique to 2.1 are missing. I am not seeing the problem you are seeing. When I log in as a Wakefield user with the permission group assigned, I only see providers for Wakefield. When I login as a Beverly user with the permission group assigned, I only see providers for Beverly. When I log in as an administrator, I see all providers.

Is there anything else I can test for you?

With "manage providers" and "admin providers" set at system org unit type, we are not seeing any providers but if any of them are set at consortium level, we see everyone's providers. I have seen this on 2.01, and we are currently running 2.1 beta.
