This is just a shot in the dark, but perhaps the *.exout file is actually in MARC format, just with a strange extension? Perhaps it is intended to convey "extract output" or "export output"? If you changed the file extension to *.mrc or *.out, would the import error still be generated?

It is a .exout file, which I had never heard of until now. When I try to import the records, it does not progress past 0%, and it does not appear in the queue.
