Okay, I figured it out. It turns out that xulrunner is a bash script, so I have to say "bash xulrunner --register-global" to install it, and "bash xulrunner application.ini" to run the staff client.
I don't know if there's something odd in my setup or if this would have been obvious to someone who knows what they're doing. But I didn't!
