I have created a version that doesn't require the view.  Could you try this 
out?:

Uses Item source with nullability selection enabled 

Displayed Fields: 
Item -> (Default) Call Number/Volume -> Call Number Label (Raw Data) 
Item -> (Default) Call Number/Volume -> (Default) Bib Record -> (Default) 
Simple Record Extracts -> Title Proper (normalized) (Raw Data) as "Title" Item 
-> Barcode (Raw Data) 
Item -> (Child) Circulations -> Circ ID (Count Distinct) as "Total Circulation 
Count" 

Aggregate Filters: 
Item -> (Child) Circulations -> Circ ID (Count Distinct) - Less than or equal 
to - "10" 

Base Filters: 
Item -> Circluation Modifier (Raw Data) - In list 
Item -> (Default) Circulating Library -> Organizational Unit ID - In list
