Thank you for your reply. It hadn't occurred to me that the "calendar
change" was the problem. I am so used to selecting that option, that I
didn't think twice about it. Your explanation makes perfect sense and,
in this case, I suppose the title really increments continuously anyway.
Since I was using the Alternate Serial Control view, I had to create a
new caption and pattern and then create new expected issuances. I was
able to receive the issuances.
I realize now, though, the Serial Control View does allow for editing.
So, I've learned a lot from this example.
I am happy to submit a bug report, but will check to see if there is a
related bug already on Launchpad.

the bug report, since we need to be especially careful to avoid generating bad
