I'm not 100% on this, but I'm sure someone can correct me on it if I'm wrong. I believe Fulfill is the ability to have the hold checked out to the patron(fulfilling the hold) and Hold is the ability to place holds.

I believe if you remove the "CAPTURE" block from the block list, holds will be captured for the card even though the patron exeeds fines. There is an option for PATRON_EXCEEDS_FINES that you can change to remove CAPTURE from the block_list. This should allow patrons to have holds captured regardless of fine penalties.
