I'm not 100% on this, but I'm sure someone can correct me on it if I'm wrong.  
I believe Fulfill is the ability to have the hold checked out to the 
patron(fulfilling the hold) and Hold is the ability to place holds.

I believe under Admin --> Local Administration --> Standing Penalties, there is 
a setting with label "Patron exceeds fine threshold".
I believe if you remove the "CAPTURE" block from the block list, holds will be 
captured for the card even though the patron exeeds fines.

In the Local Administration menu, there is a Standing Penalties option.  There 
is an option for PATRON_EXCEEDS_FINES that you can change to remove CAPTURE 
from the block_list.  This should allow patrons to have holds captured 
regardless of fine penalties.
