Thanks for the logs, Stuart.

This may be a firewall issue.  The WebSockets server is configured to accept 
connections on port 7682.  It's possible the port is blocked somewhere between 
you and the server.  An easy way to verify is to open this page in your 
browser:  https://bill-dev2.esilibrary.com:7682/

If you get a "404 not found" message that's good.  If you get "the web page is 
not available", the port is likely blocked.
