Hi Jennifer, I've not done that but if I was going to experiment with doing that I'd use the penalty.patron_exceeds_fines hook and send_email reactor (assuming you want the notice sent by email). There might be a good reason this wouldn't work but if you wanted to start playing with it I'd start there.
