Hi Johnnie,
Out of the box, Evergreen should already be using proximity in the way
you describe. It starts within the branch and, if there is nothing
available, it searches for a copy that is closest in proximity in the
org tree, typically the system. If it is not filling holds that way,
then there may be something else that is preventing the hold from
filling. For example, maybe there is a hold rule that prevents that
particular copy from filling the hold.

It seems that this works some of the time but not always. Proximity is key for
what we want accomplished.

We use it to prioritize hold fulfillment based on the way our courier is set
up, hoping to minimize transit time for the patron.
