What happens if you manually add something to the bookbag? Does it display on the OPAC? If it does, then it's probably an issue with the cron. What is inside of the description for those book bags? The description needs to contain exactly one of these three phrases:

newitems
recentreturned
last14daytopcirc

bookbag_update.pl looks for bookbags that have one of those phrases in the description column. That is the signal for the script to update that book bag.
