Thanks to Ben Shum for nailing this. I was missing my offline-config.pl in /openils/conf because I didn't run the traditional eg_db_config step that you'd normally run in a clean install.

Line 24 of the dojo.js is a mess to read, I think because it has been "minified", but the only other reference I could find to an error like this was related to reciept templates and a syntax error in one of them. The JSON for the offline transaction (I'm just testing one single transaction right now) is well formed, so that likely isn't the issue.
