Our consortium has asked for this as well. We have had subsequent discussions with the community.

Mentioned here:

With the idea of leaving the patrons in pending.

I know it's been brought up a few times but I am unable to turn up the conversations at the moment. The issue that keeps coming out of the discussions is security. Especially if there is some automatic mechanism to move the pending patrons to actor.usr. What's to stop the malicious patron from racking up a bad account, then creating a new one and continuing?

It's worth discussing on Launchpad though, to at least document it!

We are looking into options to allow our patrons to create accounts online that can be immediately used to access and borrow online materials.

Looking at the existing patron self-registration feature, that just creates pending accounts for staff to verify, etc.

Is anybody else considering/interested in online registration for online access use? I'd create a wishlist, but am also be interested in finding potential funding partners.
